The Nigerian Institute for Oceanography and Marine Research (NIOMR) was established in November 1975 by the Research Institutes Establishment Order of 1975. The Institute has the mandate to conduct research into the resources and physical characteristics of the Nigerian territorial waters and the high seas beyond. 6.0 WP-1  COASTAL OBSERVING SYSTEM

 

The Nigerian Institute for Oceanography using its own internally generated funds purchased a Kalestro tide gauge with ancillary sensors for collecting meteorologic data (wind speed and direction, air and water temperature, barometric pressure and conductivity). The platform and housing for the tide gauge has been constructed while installation of the equipment with the meteorological weather station is awaiting installation due to lack of funds.

 

The Marine Geology/Geophysics Division continues to monitor the beach erosion site along the Victoria beach where littoral processes data (wind speed, longshore currents, wave height, types and direction of approach) are being collected.

 

6.0 Achievements

So far the project is yet to take off because of some financial constraint

 

6.2 International Programmes

NIOMR has linkages with the programme area of PIRATA. The Institute research officers and staff are involved with IOGOOS, WMO, IODE etc.

 

 

7.0 WP-2  DATA AND INFORMATION MANAGEMENT

 

7.1.   LOCATION OF DATA CENTRE

The data center is presently located at the Marine Geology/Geophysics Division of NIOMR headquarters building in Victoria Island Lagos. The data center has a direct dialing telephone line  (234-1-2619517) and Internet service using VSAT.

7.2 ACTIVITIES

7.2.1. Medi- Africa

The center was able to compile and send the Nigeria Meta data to the IOC designated compilers for uploading to the Medi- Africa site.

 

7.2.2  Mailing List expansion

The Nigeria NODC mailing list has been expanded to accommodate the representatives of institutions collaborating with the NODC.

 

7.2.3.  Data and meta data collections

The collection of the NODC has included Meta data and datasets in the area of Fisheries, Biology, Economics and statistics. Forms requesting individuals and organizations to summit to the center data and meta data have been distributed.

 

7.3.  DATA SERVICES:

·        The center has been providing data for government, researchers and students.

 

·        Efforts are being geared towards the preparation of various topographic and       

·        bathymetric maps.

·        Data center usually provide data to the Hydrographic Division of the Nigerian  

Navy for the production of tide tables annually.

·        providing data for government, researchers and students.

·        Near-shore bathymetric maps have been collated and achieved

·        Collaborates with the Obafemi Awolowo University and University of

Lagos

 

7.4 PRODUCTS

The data center usually provides data to the Hydrographic Division of the Nigerian Navy for the production of tide tables annually.  National and other ocean resources databases are been developed. Oceanographic and meteorological data and information from the Next Generation Water Level measuring system have been collated, have been formatted into a national database

 

7.5 STAFFING:

 The data center is staffed by 4 senior officers, a secretary and one office assistant. The senior officers are research officers who routinely collect an analyze data. They also liaise with other research officers in the Institute to ensure their participation in the data center.

 

7.6 CAPACITY BUILDING

The data centre manager is undertaking a Master’s degree programme at the University of Lagos in the department of Geometric.  More advanced training will be required for the data manager and scientists on data archiving and archaeology, database set up and analysis of data.  There is need to train another staff to assist with the demand in services.

 

 7.7 CONSTRAINTS

The computer used by the center is old and needs upgrading with a new one. It is suggested that funds be made available to purchase a new computer.

The VSAT has been temporarily disconnected due to lack of funds to pay the quarterly subscription of $2,400.00.

 

 

8.0 INFORMATION CENTRE

 

8.1 DESCRIPTION OF INFORMATION CENTRE

The information center is located in the Library of the Nigerian Institute for Oceanography and Marine Research.  The Library was established in 1975 to basically source, acquire, organize and make available various materials that will help to meet the research needs of the Institute and interested users, bearing in mind the mandate of the Institute.

 

8.2  INFORMATION MANAGER: Mrs. Violet Ohimain

 

8.3 ACTIVITIES

Computer Equipment: The PC was upgraded to Window XP to be able to accommodate the INMAGIC upgrading to version 8.0

 

The major project under the period of review is the Library CATALOGUE. This is an on-going exercise. New materials are included in the database as they are received by the center.

 

NIOMR technical papers, occasional papers, annual reports and news reports has been transformed into PDF file ready for export to the main repository centre.

 

(a)The ODINAFRICA MARINE INFORMATION CENTER project office is now opened with full Internet facilities, computer and a scanner.

 

(b) The center received book donation of 520 FAO publications from the FAO office Abuja Nigeria.

 

(c)The center is fully automated with access made easy through INMAGIC use.

 

8.4 SERVICES

The information center is well equipped for reading and loaning of resource materials.  With full Internet facility, computers and a scanner variety of activities are on-going.

Information offered by the library is done by (a) readers services unit, the technical services unit and the documentation unit.

 

The readers services unit is managed by a library officer and one Library Assistant. It is the first point of call in the Library where all user enquiries are attended.

 

The readers services unit is equipped with the following facilities:

-                       Reading facilities for 12 (twelve) users,

-                       circulation desk for the charging and discharging of library materials (loaning system),

-                       bookshelves, where materials are arranged according to the UDC classification scheme,

-                       a catalogue where the users can access the library stock either by Author/Title and subject,

-                       cardex for the journal entries and

-                       photocopier for all the necessary photocopying jobs as demanded by the users.

 

The Technical Services Unit is staffed by the librarian, two Library officers, and a secretary.  It is responsible for:

-           sourcing, ordering and acquiring all  materials for the library,

-                     cataloging and classifying all the material for proper arrangement and

-                     ensure that all the wear materials are  properly bound.

 

The documentation unit is managed by a senior graphic artist and a secretary. It is responsible for printing all NIOMR publications. This Unit is equipped with:

-                     HP commercial Printer

-                     Scanner

-                     Computer System (word processing)

-                     Binding facilities

 

 

8.5 STAFF CAPACITY

The staff strength at the Information center is two senior librarians, four library assistance and a secretary.

 

8.6 CAPACITY BUILDING

The Institute has three other sub-Institutions called outstation offices in Sapele, Port Harcourt and Buguma.  These are out stations for aquaculture.  Two librarians each are manning these stations. Training opportunities are needed for these librarians for quality performance in the outstations.

 

It is also hoped that Nigeria will be able to participate in subsequent training so as to meet up with the entire Job schedule for the MIM under the ODINAFRICA III 

 

 8.7 FUTURE PLANS

The center will continue to create awareness through workshops and seminars organized under the ODINAFRICA project locally.  New catalogue entries shall be sent quarterly for inclusion to AFRILIB 

 

8.8 CONSTRAINTS

The Information centre needs another computer to facilitate its work and to keep up with the volume of information collected and managed by the centre. It is hope that the centre will be provided with funds to purchase another computer.

 

 

 

 

 

9.0 WP-3  PRODUCT DEVELOPMENT AND DISSEMINATION

9.2 ICAM WORKSHOP

In fulfillment of one of the activities of work package III, a national workshop on ICAM was held at the Institute for Oceanography and Marine Research on  5th October 2004. The main objective of this consultative workshop was to determine the products Nigeria requires for Integrated Coastal Area Management under the ODINAFRICA-III project. At this workshop issues relating to the state of the Nigerian coastal zone, national legislation, requirements of an ICAM plan and strategies for implementation of ICAM in Nigerian were identified.

 

The workshop also identified the data requirements for the identified products, assessed institutional capacity and identified possible collaborators in data collection and sharing. The existing policy framework on oceanographic data acquisition and use were also addressed.

 

9.3 AVAILABILITY OF SKILLS

Very limited

 

9.4 DATA AND INFORMATION PRODUCTS

An updated version of the CD “Abstracts of research publications and information 2003”   was produced in 1995. The updated CD is titled “NIOMR in FOCUS 1995”.

 

Two data and information products as described below will be produced within the ODINAFRICA III project work programme December 2005-August 2006.

 

9.4.1 CHARACTERISTICS OF THE FOUR GEOMORPHIC ZONES IN NIGERIA.

The Nigerian coastal area is divided into four main physiographic zones namely: the Barrier/lagoon coast, Mahin Mud coast, Niger Delta and the Strand coast. Each of these zones has unique oceanographic, geological and environmental dynamics. A short profile (brochure) containing details of the geological, oceanographic and environmental characteristics will be produced which can serve as an on the spot source of information for coastal stake holders

 

9.4.2 COASTAL EROSION BEACH PLAN OF THE BAR BEACH LAGOS

Coastal erosion is very prevalent along the Nigeria coastline. The Bar beach in Lagos is the fastest eroding beach in Nigeria with average erosion rates of 20-30m annually. Between 1900 and 1959, the Bar beach retreated by over 1km near the eastern mole, decreasing to about 400m some 3km eastwards in the area of the Kuramo waters.  However, the Lighthouse beach near the western breakwater accreted by over 500m within the same period. This high rate of erosion has been linked to the construction of the moles built to stop the silting up of the entrance to Lagos harbour.

 

Coastal erosion monitoring at the Bar beach is one of the capital projects of the Nigerian Institute for Oceanography. In the past 20 years over 5 beach nourishment programmes have been implemented. There is need to develop a database that will show the annual erosion rates. The beach profile data (1992-2005) will be analysed and beach recession will be graphically shown in three dimensions (3D). The 3D coastal plan will be useful for planning of any remedial measures as well as understanding the erosion rates in 3D. Such a product could also be useful in understanding coastal recession dynamics in other parts of the coast.

 

9.5 LINKAGE TO OTHER ICAM RELATED ORGANIZATION

ICAM coordinator has linkages to consultants, policy makers, Government establishments and NGO’s.

 

The Institute’s research officers and staff of the data center are also involved in WMO, GOOS and IOC regional activities.

Yes, through Ocean Portal products, database and services can be assessed.

 

12.0 FUTURE DEVELOPMENTS

Through ODINAFRICA III, data and information management will be computerized. 

The GLOSS Tide gauge station will soon be installed and data will be made available to international GLOSS community.

 

13.0 ASSESSMENT OF THE IMPLEMENTATION OF THE OCEAN DATA/INFORMATION MANAGEMENT COMPONENT OF ODINAFRICA

Encouraging, but computer hardware should be provided for the library for reference users.  Financial and assistance should be provided to offset payment of the VSAT subscription.  ODINAFRICA III projects should be implemented with much vigour and on time allocation of funds.
